Upon opening, LACCA operated two emergency assistance programs, the local Federal Emergency Management Assistance and the Home Energy Assistance Program, with four employees and a budget of $345,000.00. On September 12, 1994, a Micro Enterprise Coordinator was hired and the Allen/Lima Enterprise Assistance Program became the first program created by the new Community Action Agency. In 1995 Head Start became the biggest funded program in the agency serving 422 children.
